It really is fantastic. It jerks the plot from "cool and collected Bond has the villain under his thumb", to "Bond is now about to be sliced in half by a villain who is willing to dispose of him".

It's one of the few times where you realize the villain really does just want him dead. Usually they go from spraying bullets at him and trying to blow him up, to capturing him and suddenly wanting to keep him alive.

Ever since Casino Royale introduced the concept of literally neutering Bond, metaphorical neutering has been a running theme. That, and a need for a parlor scene, is why Bond is kept alive by the big bad after the mooks previously went to so much trouble to try and kill him. After the villain was previously emasculated by Bond beating him at a game and stealing his best girl, the villain's got to do some emasculation of his own so that Bond can ultimately reinforce his own masculinity.
