Poppy lives with a doctor who is keeping him isolated from the rest of society. He even sewed Poppy's mouth shut so he wouldn't be able to scream or cry, which also made him more dependant on the doctor because now he can't get his nutrients in any other way than through an IV drip.
The doctor is trying to train Poppy to be hostile and kill people using a shock collar, but this is so outside of Poppy's nature that he refuses to do it, which usually leads to him being beaten and locked in a room for a couple of days.
Poppy is too scared to defend himself even if he could easily rip the doctor apart, so he says with the doctor, secretly hoping someone will come and save him eventually.
