Looks like crap. I'm assuming this is a universal pre-fabbed railing system, so I'd check with the manufacturer to see if they make some kind of flange that can be slipped on. If not, you could throw some black caulk on it to make it look nicer.

And looking at the craftsmanship, I personally would not call the installer back to fix it. If they did this kind of work the first time, they most likely won't do a better job the second.

Yes this is a prefab railing system that needs to be cut to get the right fit.

They only installed the first half. They need to come back to the second half.

Asked my contractor if this was correct and he said that they put caulk at the joining areas.

What would recommend be done in this case?

They screwed up by cutting the rails at the wrong angle/length, and caulking wouldn't be an acceptable fix to me. You should be able to find some pictures of this system (on the manufacturer's website?) depicting how it should look. Show them to your contractor and tell them that's what you expect. In other words, they need to replace the railings. Unfortunately, I don't have much confidence in them getting it right the next time either, but you need to give them the opportunity to make it right.

If you haven't paid in full yet, you may have some bargaining power there...depending on the total cost of the job and how much you've paid so far. Start thinking about how much of a discount would be acceptable to you to have them caulk v. replace, in case they offer such.
