What are they using to illuminate the horse on the sides? EL wire?

Most likely, yes. Doubt its a reflector.

Is it not just shiny or reflective paint? The only lighting I see is on the window

These pictures dont show it well, but you can see it clear in the races. I dont believe it is a simple reflector since the mustang outline glows evenly across the whole line from all angles. I think its a light like the BMW GTP grill lights (thin light wire, maybe LED?)
