I need help
I’m new to logo design and I am helping a not for profit organization with their logo.
The organization helps highlight the dog scams happening in Uganda. They aim to help get donated funds to legitimate dog rescue groups in Uganda.
I’ve gotten far enough that I don’t know what to do next. The logo looks unpolished. I’m using Figma.

The top of the hand around the globe is hard to recognise as a hand without directly thinking about it. I like it all in all however

Do the dime test. Take the icon/mark and shrink it down to a dime dimension and see if you can still decipher what it is. If you can't, it's too complex and won't work in various mediums. I use this methodology for a lot of past design work.

I think there's too much detail going on with the paw and the hand and a country.
It's really hard to read and just looks like a bunch of amorphous blobs.
Take a look at all your references and how simple and easy to understand they are. The most complex reference logo in your document has the hand and heart with the dog in negative space, but the shapes are very clearly defined and so it's easy to read.
I'd recommend trying out some different options. Doing some sketches on paper first just to test ideas quickly.
