Designers pay for celebrities to ware their outfits to public events, interviews, etc. Her agent probably made the deal, and no one involved knew how short the skirt was, how the chairs were facing, where the cameras are. They couldn't have, not until the contract was signed and they arrived on set.
Because you have practiced walking and sitting in your outfit, to be sure you are comfortable and poised. But you didn’t expect to be seated so that the audience gets an automatic up skirt if you uncross your legs.
