I would use a clear builder gel with saran wrap to wrinkle it, then cure. you can then use some light sheer chromes to accentuate and encapsulate

This but also adding in small pieces of iridescent foils or glitters can help you see the layers better

This is what I was thinking to me it doesn't look like any glitter added, only the light hitting the roughness of the gel. It's more an illusion.
It looks like ice nails. I feel like glitter or flakes would really take away from the clear look. It's more like it was scratched and rougher on inside. I've seen these before and it's meant to be clear all the way through.

What makes you say it's clearly real?
ETA: The hand is basically missing the wrist, the thumb goes nowhere, they're basically missing any nail beds, and the sides of all the fingers all melt into one another like marhmallows. 100% Ai

I did this once with gel X by putting the cling wrap under the tips with clear gel, and then curing and pulling off the wrap. They were pretty thick and uncomfortable, but near identical to this effect except only on the tips

I’d try doing it by laying out some gel top coat (2-3 layers)on like wax paper, curing it completely, then lightly smashing it. Then applying that as like an overlay.
