Finished Private request - Request for Volunteer Fire Department - Paid - $50+

Hi, I am the treasurer of a local volunteer fire department, our chief recently went viral in our area with something he said. Need some help editing a "double chin" on a jpg created with the saying. And would also like to have a duplicate second one but with the words on jpg modified. Would rather not post here but we do have a high resolution jpg to start with

We will then print stickers, shirts, etc to be used for a fundraiser and all proceeds donated to another charity so needs to be high resolution to print. Would rather not post photo here. Can anybody help? We are willing to pay and we were told it should not be too hard in Photoshop but do not have capability to do so.
