Artex?
Does this look like Artex and if so do I need to contact a plasterer or an asbestos removal specialist?

it definitely looks like artex. If it was done after 1999, it's definitely asbestos free, and it "may" even be asbestos free if it was installed after 1984, depending on the builders (some kept using their older stockpiles). You should be able to test a sample before you confirm for removal.

2 good coats ov pva bond and 1 coat of plaster to cover area and 2 coats to level up should cover easy as pattern is not heavy.

Asi removal might run you more than paying a spread to overboard and skim. It might also be possible to bond out and skim over without over boarding. Contact a local spread with good reviews and trust their advice. They'll be involved however you go about it so get someone in for advice and direction.
