This is just me, but as a prosecutor, I would say yes. If he called the police and tried to press charges on her for assault, I wouldn't authorize them. I would then call the officer who submitted the report and ask why he didn't submit one against the guy for any charge he could make stick.
For anyone interested in pepper spray, I'd just like to share some general info that you may find helpful.
Keep in mind that you run the risk of having any weapon taken and used against you in a self defense situation. Also, don't purchase pepper 'speay,' they make pepper foam and gel that with less inherent risk of self exposure
I concur! And if you have to use pepper spray, and have the time to lead the person, position yourself so that you don't have the wind blow the spray towards your direction and into your face. My not smart eldest sister did that one Halloween while 'testing' it before heading out for trick or treating and some of it blew back at her and my teen nieces who were behind her. I saw her stupidity and ran. xD Thankfully it wasn't a lot as she had only pushed it a little to make sure it worked.

I saw a video a couple months ago of some guy picking a random person in a grocery store to harass. He started shouting that the person was there to sexually assault children for no reason whatsoever... then took the person's shopping cart and insisted to everyone that it was his and that the person was trying to steal it.
Based on that creepy voice I'm pretty sure this is the same guy.

If you ever see someone in a situation like this in public, or anything ever looks off to you, this is what you do; you ask them "Are you good?"
Just throw that out there. You'll either get a 'yeah, I'm fine.' Or, the person being attacked will immediately let you know they are not OK. At that point, you don't need to fight, or escalate, you just need to be present. That will usually get someone to fuck off.
If they don't fuck off, you enlist the help of those around you. Look to a stranger and say with urgency, "We need help". All you need that stranger to do is be present. If that doesn't work to stop this behavior, point at someone, single out a stranger, and say "Call the 911 right now and tell them to come here". Boom.
That is what you do. Strength in numbers. You don't need to be a super hero, you just need numbers to stop shit like this.
Also, don't be afraid to ask a stranger for help. Look to a stranger, or preferably a group of strangers, and say, "I need help." They will help you. 99.9999% of people are good people.
There's something called the bystander effect. In group settings, everyone just figures there's enough other people around that someone else will do something and then you end up having nobody doing anything.
Exactly my thoughts, everyone in that park failed that poor lady in her moment of need. The only ones to do something were that other lady and the guy thank God as they at least distracted this creep long enough for her to get away it seems.
I usually don't approach people, especially women, I don't know in public spaces like this. But, I've also worked in the bar industry a lot, and let me tell you... when you see someone in trouble like this, you can feel it, men too, and I've lost count the number of sketchy situations I've diffused by a simple and very friendly:

The dude is so large that most people would honestly probably get away with elevated levels of self defense. You’re typically only allowed to respond with equal force, but it’d be very easy to convince a court that this 6ft+ 300lb behemoth could make you fear for your life even without a weapon.
