Check your local codes. Most places have regulations requiring circuit breakers and other overcurrent protection devices to be readily accessible to a tenant for safety reasons. They can put HVACs and water heaters behind them because there is generally no need for frequent access.

I don't think NYS has a rule for this, neither does my locality. I live in a MASSIVE apartment complex (500+ apartments), ran by a massive corporation, so I would assume they would know the laws. They just started doing this after a remodel about 6 years ago.

DO NOT DO NOT DO NOT assume that a massive corporation cares about the laws. Oh my god. That is the worst possible thing you could do is just "trust" someone like fucking Greystar.

These companies are willing to assess and tolerate a certain amount of risk, and your life falls into that category.

I mean that they do inspections every single year, fire marshall included.
