It was the guy that crashed in the first place. You can see him emerge from the car window right before the impact.

Am I crazy or was there a scenario where he could have at least avoided a head on collision? He saw the car crash and you can see the trajectory it was going, there was more then enough time to react. He didn't try to avoid it at all, he just drove straight into it.
