That is... literally what he's doing?

Tariffs have a direct correlation with increased homelessness (from cost of living increasing due to citizens paying for those tariffs), crime (also from cost of living increase also from citizens paying for the tariffs), regulations (tariffs are a regulation), and affordability (tariffs make everything more expensive).

Desai is basically congratulating Newsom on doing the things he's asking him to do.
