Classic 20th Anniversary Realms Which class hard counters Rogues in a 1v1 open world scenario?

Seeing how toxic PvP servers are, there would be nothing more than to make a Rogue seethe in PvP. I'm think it's either hunters or warlocks but is there a best of the beat class to do the job well??

Paladin hard counters rogue in 1v1 in classic, you don't even need to respec out of holy, just put on a set of t2 and you're good to go.  The only tough thing is actually killing them, I used to equip a trinket with poison to prevent them from vanishing and chase them down.

Plate plus shield with a bubble on hand is painful for a rogue to attack. Then you have heals, a stun, AoE damage, and potentially an instant counter attack when you crit them (which as a rogue, you have stacked as much as you can).
