Step 1: are you younger or older than 20?

Step 2:

If younger: Have you tried... asking chatGPT?

If older: Have you tried... googling browser download permission?

Step 3: if this has been tried and failed, proceed to step 4:

Step 4: have you tried turning it off and... no I'm kidding: have you tried a different file? A different website? A different browser? A different computer?

There is nothing specific to HotA about this issue. Downloading files with a browser might sound normal, but owner of that computer blocked it somehow. Perhaps that's who you should talk to.

the problem was the anti virus .... I turn it off for 10min and that was the solution
