I think in this context it was supposed to be declaring one's love (with the implied notion that the status of boyfriend/girlfriend is above the status of friend and also nevertheless includes the status of friend.

I think in an optimal scenario your partner is also a friend, if not your best friend. But there are many cases, where that is not true.

So most likely it is that a friend turns into a boyfriend/girlfriend at some point for that to happen.
