Wouldn't it be faster to transform and walk to the location where it is needed?

Ground pressure…

Walking mode only works in paved areas like cities and populated areas where you can crush cars and small objects on concrete which can withstand the weight of the shovel.

If it stands up and waves its arms on the dirt, the feet dig into the soft soil and it might get stuck creating vulnerability.

Many of these units are electrical driven. They are attached to external power to make maintenance easier

It’s really strange how it rotates the tracks while the rest of the machine remains stationary. Does anyone know what is going on there?

My guess would be that the digger is stabilized like a tank turret so that when turning there isn't a risk of swinging the bucket around and launching something into low earth obit, like a pick-up truck.

I don’t think that’s it. It appears to be digging the bucket in when it does the turns, so it isn’t automatically stabilized. 

I’m wondering if it can’t turn under full load or if turning under full load would chew up the ground too much.

It's using the bucket to help pivot. Often called a jump turn or bucket pivot. You see it used on smaller ones a lot and they pretty much lift the front of it up to help turn the tracks without digging into the ground too much of making a mess. This things so huge though you don't see much change in the tracks but it'd be taking a lot of pressure off the tracks which should allow for more twisting.
