We have a locked dumpster area and someone just threw it over the fence.

People often put the trash next to the bin when it's full or locked. It then could be carried away by the wind, or put away by animals looking for food.

Even locked dumpsters with a bar you can still get enough reach to slide something through. A squished diaper I’m very sure would slide under the lid into the dumpster. The whole point is to prevent tires and other large items for being dumped into a dumpster you usually pay for by weight or size. Don’t think 1 dirty diaper is gonna make a difference
