We have a locked dumpster area and someone just threw it over the fence.

Someone can lock their private dumpster. It's not selfish. Gosh.

It's a dumpster. The cost of a diaper is negligible. Maybe in an area with heavy dumping of large items (like under apartments in a city), you would chain lock it... a diaper should still be able to be put in through a chain. But sealing a dumpster so tight ypu cant slip a 2"diaper in usually* takes effort.

It is weird to be fighting this. It's is WEIRD that it is something people want to defend to save a % of a penny.
