Correction: the people who vote are 38% and 43% republican.

Voter turnout from republicans is almost always much higher. The actual demographics of the population (which matters in war) are going to be different, and most likely appreciably so in the case of CA and NY, where left leaning folks often don’t show up to polls because they don’t think it matters in a blue state.

People who are unregistered are also more likely to be left leaning, which is why a winning democrat strategy is almost always centered around getting out the vote efforts.

This issue is it's less about getting the vote out and getting the voter opinion and demographics changed in gerrymandered districts. Democrats already win cities, they need to win in areas they are rigged to lose. Those voters don't vote because they subconsciously have a feel for the numbers and the gerrymandering game.

I think you’re missing my point. I’m not talking about political strategy, but rather that there is a difference between vote totals and actual population representation.

The comment I was responding to was using vote percentages as representative of population statistics in California and New York, which is not a great way to try to evaluate who would be on what side in a war, where there isn’t a choice in whether or not someone feels like being too lazy to do it.
