If you’re asking sincerely, I think the line gets drawn at things enumerated in the constitution (such as interstate commerce) vs. things the constitution doesn’t cover (I wouldn’t be surprised if healthcare fell into this category).

I’m not answering based on my own political views, nor am I trying to support the administration’s viewpoints—just trying to answer the question.

Based on the slave state stance before your civil war, yes, that's exactly where the line is for these people.
