It's hard to make street things happen. Also, a lot of people are worried about being killed.

Also, half the country is cool with it.

No one is refusing to protest because they're worried about being killed. That isn't a thing yet at all. People are just demoralized. Trump explicitly campaigned on all the things he's now doing and won anyway, so there hasn't been much will to protest.
