I think you're thinking of Time Eater. To my knowledge, there's no lore association between Watcher and Reptomancer.

Not everything is going to be stated outright. But Reptobabe has blue hair and it looks like she is blind as well.
I also thought Nemesis was a another version of Silent or something. And I'm sure I've seen some monster with left over parts of Defect.
