You could put a lot of effort in trying to remake this on an FM synth but the noisy bit at the start and the absolute lack of velocity-based timbre modulation tells me that this is just a single sample of a note on a Rhodes through an amplifier.

1999 was a time where virtual analog was king - at that time people were happy to finally have something different from every DX7 iteration.

Speaking of VA - the Access Virus also has a few faux Rhodes patches that may do the job.
