Fire hydrants & water: Hydrants do have water, but during droughts or wildfires, water pressure can drop or be redirected. Some rural or older systems also struggle to maintain pressure. In rare cases, hydrants might fail or be dry due to infrastructure issues or tampering.

Basically, it’s a mix of systemic problems, mismanagement, and resource stress.
