Gee, I wonder which oligarch that owns a rocket and launches vehicles into space would want this? Like, who competes with NASA? HMMMMM.

What does nasa have that competes with SpaceX? Musk is an ass, but you relied on Russians to get to and from space until Dragon came along. Nasa has become an administrative body long time ago thanks to decades of cuts.

They have an entirely different goal. SpaceX is a for-profit company, whereas NASA is a taxpayer-funded entity free to pursue scientific discoveries that are not directly linked to financial gain.
