The dad isn't left alone with the kids, it staged to show how the dads acts when left alone with the kids. So mom is the one filming and tells them to rough house. Its also why, when mom is shown on camera, one of the daughters is missing. She's prob holding the camera to film mom and dad play fighting.

It's literally the mom. There's two shots of her, one of them, where she headlock him, has the caption "Mommy OUT OF NOWHERE"
