When in doubt, start blaming minorities. Blame poor people too, once you've got emotions whipped up and your audience forgets that they're poor too.

Pretty much this. About 90% of the country are basically like two hobo's fighting over a week old sandwich while the someone looks on from the side, lighting up a cigar with burning $100 bills and going "Now don't let that <insert other group here> steal your sandwich"
