Do you mean "who knows?"
If you do then it means that the person saying it doesn't know the answer to the question and no one else does either in likelihood.
It's like someone asking you a question such as "do you know how many molecules will be in that bar of soap on Tuesday?" ... to which you reply "'fucked if i know" or "no-one i know knows"
