Exactly this. He's much more aware of where his policies met resistance during his previous term and is being much more aggressive about identifying and removing obstacles to his authority.
This massive wave of executive orders to start his term has been like a sonar pulse. Some orders make it through, others get blocked and bounce back. Which is fine for Trump because then he knows where there is a judge or an agency head or other obstacle within the government that needs to be removed or circumvented to achieve greater authority.
