The white fur simultaneously reflects sunlight while insulating against heat getting in. Additionally, housecats are descended from african wildcats, which are a desert animal. Other than the sunblock, kitty is just fine, and asks that you not disturb their sleep.

My dog used to do this sometimes - just sit out in the hottest weather and bake. I'd worry about her, but she's always bring herself inside to cool off eventually.
As others have said, definitely use some cat-safe sun cream on their ears, nose and anywhere else exposed. White cats are very prone to burning and skin cancer.

I've got one that curls up right next to the bathroom space heater in the morning. Gets himself quite toasty before I shut it off after my shower. Your guy is just enjoying the rays, man.
