- Some were death eaters out of fear rather than maliciousness.
- Some know that the people they want to attack migjt have information that they want. (Thus why The Longbottoms weren’t killed.)

Maybe it requires mental preparation and focus on homicidal emotions like a reverse patronus charm so it’s impractical to cast on a battlefield?

Because if they miss and it hits harry they will have to deal with voldemort. Which in turn is probably not what you want when he specifically says he has to be the one to kill Harry.

Because it's hard to have the absolute intention to kill everyone 24/7. Only a few Death Eaters were psychos.

Crouch Jr. as Fake Moody said that the fourth year students could cast the Killing Curse at him and he wouldn't get anything other than a nosebleed. Bellatrix mocked Harry that he had to mean the Cruciatus to make it hurt.
So, it's likely that the average Death Eater couldn't muster the magic or intent to kill with the same ease that Voldemort or Bellatrix could.

Some were death eaters by fear instead of loyalty. Political opponents are still your neighbors and friends. It'd be like the left or right casually shooting each other's friends with guns in neighborhoods or schools. And producing an unforgivable curse is illegal. Maybe some death eaters don't want additional charges. And it takes power and discipline or psychopathy to produce an unforgivable curse regularly.

Some things are not clear. For example, if you really have to meant it. You must really want to kill people. But I also have the headcanon that AK is magically demandant. So it is more or less as if you have a limited number of bullets and you do not want to waste them. You save them for the bosses :-P. With that, also, very powerful wizards like Voldy can cast AK much often and easily than the average wizard.

Imagine battles like the Battle of Hogwarts and every death eater is just casting AK like nobodies business, they’d be taking out their own, too.
