Let me put it this way: 5000 gold is worth it for death staring dragons. Money well spent. Ability is too powerful to be acquired for less.

I used to think it was just 10% of the stack size, but learnt it's not quite that op... but man, it's still OP AF when you hit those tier 7s

By fully acknowledging they are a luxury rather than a necessity. For pure combat power, standard Gorgons outperform upgraded tier 5 units other than Mighty Gorgons and Dendroid Soldiers.

So Fortress has the option to get a powerful tier 5 for less upfront investment than others, and the option to splurge and get capability above what one could reasonably expect.

Btw ressources silo for gorgs is an HOTA thing right?

If I remember correctly - even in SoD the upgrade of the Gorgon Building requires resource sylo.
