School Related applying to uni early/skipping a grade

so im entering high school next year BUT I would like to know if there's any way I could skip 9th grade or enter college in 11th. i was set back a year because of the cutoff(if ydk what it is, its when you have to go to school a year later because you're born between early Sep and late Dec) and because I got cutoff I always wanted some way to skip a grade or enter into uni earlier. so if anyone has done this before, please give me tips :)

if youre in the us, take zero hours, supplement your schedule with online courses, and extra classes over the summer. ask a counselor how many classes would be needed to make up the classes you would have taken senior year, this is usually between 4-6 full year classes but ask to be sure. then you'll have enough credits to graduate as a junior.

You should be able to dual enroll at community college and take credits there that transfer to your high school. Your counselor has details. You can transfer those credits from your community college to any university.
