He could be referring to the DNA phenotyping thing, or perhaps he's referring to the brainwashing of children Uyghurs in camps. Both of them are mostly only in relation to Uyghurs, and could be considered human experimenting, and are unethical. All of this is also true, as claimed by not only USA, but countless other countries. I do however agree he could have formulated his meaning more clearly about what "human experiments" are as to not create confusion.
