This is what I am thinking. It could be for fire protection and the code is written there so she could call someone and they could still get whatever is in that safe out of the house in an emergency.

"Hey, I'm so glad you're there after the fire while we were out. I really need some documents out of the fire-proof safe. Could you retrieve them for me, since you're nearby? The code is written on paper right by the safe, so you should be able to get in."

You need a bigger safe to put the safe into with a code on the outside and then a code on the outside of the original safe.

I’m pretty sure I have the same safe. It opens by key and not a code. So the code might be for something else locked inside.
