Pilots are required to perform a minimum amount of flight hours. Flying over a military graduation would fulfill some of that time.

Golfing is not a requirement and costs more than that flyover.

Also the same reason they do flyovers for sporting events. The guys planning and flying these things have to be able to be over target at exactly the right time, it's no surprise this worked in the gif

It isn't just flight hours. Getting a jet in the right place at the right time takes practice for a lot more people that just the pilots.

It's like trying to explain to people that military funding gives us a lot of civilian benefits, like GPS. Not that we don't spend too much in military funding, but it's not just all for the war machine
