Those agreements won't be bypassing tariffs from what I can tell.

I don't see how they possibly could. Shit still has to go through customs, so tariffs have to be paid.

It’s just posturing probably. If it works, it will be juicy how it gets handled.

Other people mentioned the potential idea for a single state to "bypass" tariffs would be to make an agreement with the other country to make an exception for the state's biggest export in their retaliation tariffs and then in return the state would subsidize the state's biggest import from that country to offset the tariffs.
