In response, White House spokesperson Kush Desai told Fox News: "Gavin Newsom should focus on out-of-control homelessness, crime, regulations, and unaffordability in California instead of trying his hand at international dealmaking."

Seems like that's exactly what he's doing by trying to circumvent inflation.

It’s showing that Trump isn’t serious about the tariffs. He is wanting countries to negotiate the made up tariffs. There is no imminent threat that he has the powers to impose tariffs. He just wants to feel like he is important and make deals.
