If Texas can ignore the federal government and make its own immigration policy, then I guess California can make its own trade policy. Seems fair.

States setting their own trade agreements is totally unconstitutional, but we haven't been following that for a while now anyway. I'm hoping the whole west coast can form it's own trade coalition.

It wouldn't be unconstitutional to do what Newsom proposes.

Federal customs agents would still collect full US tariffs on imports into California but the state could offer partial rebates of those tariffs to nations that waive their retaliatory tariffs on imports from California.

Of course, such rebates would be paid to the importers that paid the tariffs, not to the "nations."
