My Puppy Is this too rough? 4month old

We recently ended up with a 4month old puppy. Neighbor found her and can’t keep her. I’m worried our older much bigger dog is too rough with her and wanted some second opinions. Please delete if not allowed and thank you in advance!

I have two Frenchie siblings and those turds will tackle each other at full speed in my yard. I think they both may have brain damage.
