CUSTOM CONTENT Is this a balanced boss relic?

It can be strong if 3 out of 60 cards synergizes. But you can be unlucky with the randomly generated 60 cards and find minimal synergy. Prismatic shard is also a double edged sword. Trying to make this a balanced boss relic. What do you think?

It seems fine but I do wonder what is the limits of this type of relic. Is it choose from a bunch of common and uncommon? Are rare cards for choosing? That is kinda of the good and bad. What does that pool of sixty cards look like?
