Is this a balanced boss relic?

It can be strong if 3 out of 60 cards synergizes. But you can be unlucky with the randomly generated 60 cards and find minimal synergy. Prismatic shard is also a double edged sword. Trying to make this a balanced boss relic. What do you think?

Seems extremely strong to me. Hard to say if prismatic shard is an upside or not, but picking 3 out of 60 card practically guarantees strong synergies, or at least good cards
