The reason both Biden and Trump are trying to get chip manufacturers here is because it's a national security threat if the military can't get chips - legacy and current - if we loose global trade for whatever reason. Both admins were/are trying to get a bigger domestic base of chip manufacturing of all kinds because in the current global climate tensions seem to be rising. The government is really trying to make the US be a chip powerhouse because of that. It's too early to tell if CHIPSs did anything and... whatever the hell this strategy is.

The entire point is to weaken and divide the USA while helping foreign adversaries. It's not a coincidence that we had more spies outed and killed during his first term than ever before in our history, it's not a coincidence that he's towing the Russian line. NATO is the biggest obstacle for Russia? How about Trump starts threatening to attack Greenland! Have to stir up trouble with the neighboring countries too to further disrupt trade for the USA!
