It's a thing because in the older Internet days young adults and young not-adults would go online and meet each other and this often lead to sexualised content via pressure.

Since the target audience was usually of such age or naivity they didn't have access to a lot of s*xtoys, sharpies were often used.

The other side, the male perverts, usually enjoyed degrading their 'play partners' and so heaps of sharpies up your ass as a young person was seen as sexually degrading and hot, and the context of a young woman degrading herself with sharpies has stuck around since.
