I don't understand how these agencies continue to run and not get shutdown? When I worked at a nonprofit- every single penny had to be approved and accounted for- multiple ways- receipts, credit card reconciliation, logged, printed for cfo, uploaded to server, CRM, etc etc etc. The funding didn't even come from the government, it came from donations. I would imagine if you're taking money from tax payers, you'd have to provide even more proof of where the funds go?
