The majority of troops function the same and aren't that different from the other factions so when my main force goes down I swap from garrisons and recruit from every town/city I come across.

You got it one tier below. Tier 6 are the best of the best. Tier 5 are the experienced veterans. Tier 4 are the normal troops. Tier 1-3 are all pretty inexperienced or trainees.

I get the vast majority of my two-stars from wonder picks and I get the card almost every time. I got two 2 stars this morning from wonder picks in a row.
