Many other people are sharing similar ideas, but restricting internet and cell phone privileges is the way to go. Myself and many parents of teens/new adults have had a similar experience.

Change the wifi password and suspend the account on his phone. Set a baseline expectation and a reward. Work X amount of hours a week? Congratulations, you have your phone back. Help with these specific chores consistently? Here's the wifi password.

The beauty of this is if he slips into old habits, these privileges can be started and stopped at your convenience.

One suggestion is don't get angry or argue; that insinuates that you're equals. The angrier he gets about lost privileges, the calmer you can remind him he gets his privileges back whenever he chooses to.
