Step 1
A broken, grey, near unusable piece of gear drops. This could be BOE out in the world. It could be BOE from a specific dungeon or world boss.
Step 2
The useless broken gear finds its way to a tradeskilled character, by trade or auction house. This character uses the broken gear as an ingredient for a recipe. Ex: Broken leather boots can be made into caster leather boots, tanking leather boots, or melee leather boots. This produces a green-quality BOE item, an upgrade to leveling gear but worse than dungeon pre-bis drops.
Step 3
Gnomeregan bosses all drop BOP "gnomish battery packs" (badges). 3 (or whatever number) of these can be used to charge up and upgrade the green BOE boots into BOP blue leather boots. They are now good, only slightly worse or on par with raid loot.
Step 4
The blue leather boots are brought to STV. The player to which they are bound participates in the PvP event, and upgrades them to epic quality using resources gathered during the event. The formerly broken boots are now bis, and the player has gone on a journey.
I am not saying that we should do away with traditional loot, but for future phases, changes need to be made if all specs are going to be supported. This solution gets players out into the world, encourages investment into tradeskills and the economy, and keeps players from mindlessly running the same instanced content in their own little bubbles to unsatisfactory ends. How many players never saw the loot they were really after? This is an opportunity to tell stories and enhance the world (of warcraft).
