Neben Geldstrafen auf Einkommensbasis wäre ich persönlich ja auch vermehrt für "zeitbasierte" Strafen. Damit meine ich sowas wie z.B. Sozialdienst oder verpflichtende Fortbildungen. Auch da gibt es natürlich Fälle wo es jemanden mehr/weniger trifft, aber es sollte trotzdem oft gerechter sein, da jeder nur 24h/Tag hat egal wie reich er ist.

this 100% win-rate gm to top500 series might be worth a look, if you just want to see some gameplay. Downside is that it isn't from the current meta and i actually think that hog with his current buffs makes it harder to play him.
I think it is highly dependent on the situation what you should do. Really the answer can be anything from flank the healers/dps to stick with your team and run down the frontline.
I usually try to figure out what my teams win condition is. And which targets i can realistically kill and get away with it. For the former you'll want to look at the team comps. If you are playing dive you might want to go for the backline. Got something like rein/zarya/lucio? Then you sometimes might just want to pressure the frontline with them and delete the tanks. For the later you should pay close attention to cooldown of escape/stun abilities. Did the winston just use jump, the ana sleep dart, the zarya waste her bubbles, or the ash coach gun?

Only one way to find out and that is playing it in comp. Especially in lower sr it is more about how comfortable you are playing a hero vs what the current meta is. Just try to play your best and improve. Even if you lose some sr in the beginning, you'll be able to get it back one way or the other. If it works great, if it doesn't try to figure out what lead to your death. Failure of execution (like missing crucial shots, stupid decision making) or if you are just countered by the enemy hero choices.

Especially when ana is their main source of healing this can be a huge pick. And also just securing one important kill can tip a teamfight in your favour. What probably matters more though is WHEN you get that pick. If you get it late when your team is already struggling and had to fight without you, then it really doesn't count for much. Similarly if you go in way too early there might be no one to capitalize on it.
Imo this is actually a trap that i see many dps fall into when a team is struggling. They see themself getting picks and not dying, while their team loses teamfights, and think they are doing really good. But often times, while they might technically do decent stat wise, they are not doing what the team needs right now.

Haven't played that much ranked since the patch, but widow has been terrible to play against. Without barriers she can just sit back and click heads on open maps. And unless you are also good at widow there's little you can do about it.

Agreed. For me it's a failure in execution (for the prequels) vs a failure by design (for the sequels). And i take the former any day of the week.
Like you said, the prequels have many flaws, but they did have a decent story to tell. Plus they managed to do a lot of worldbuilding. Also George Lukas did try to get other directors on board to help him, but they sadly declined.
The sequels on the other hand had every chance to be good. The opportunity to properly plan out a full trilogy, huge budget, improved CGI, imo good cast (including really well aged original actors), and much more. Yet they didn't even manage to make a coherent story.
I guess it's gonna be interesting how the sequels will be viewed with time.

For me it's not necesarilly that they are throwers, but that most hogs (especially the insta locks) play extremely selfish. And that just leaves you with an extremely passive role to hold the frontline without any real opportunity to go for plays on your own.

Are you actually encountering many dva mains? Because I really don't see them enough to have any issues. Before the patch (and possibly even now) i'd have said that hog insta picks are the bane of my existence.

True, the F series is more airflow optimized. Although i am actually still not sure, if the P series would be better regardless. They are quite a bit newer and you always got at least some resitance to work against even with a mesh front (from filters and stuff). But i'm not sure how much it matters.
Sadly it's basically impossible to find good case fan reviews that are comprehensive enough, since there are so many options out there.

I guess yopoyo pretty much already answered the question. But yeah the Corsair RM is definitely also another good choice.
Not a whole lot of reviews for it but the ones out there are pretty positive.
At least for RAM unless you are an enthusiast overclocker you can basically go with any kit that has the specs you want. For the main dram chips there are only a hand full of manufacturers anyway (from which all those brands buy), and the assembly and testing is kind of hard to screw up.

Some things i might change:
I would probably swap the cooler. The hyper 212 is more of a budget cooler and imo also at that price a bit too expensive. Especially if you go with a 16 core CPU i'd probably go straight to the top end with something like a Noctua Nh-D15 or be quiet!Dark Rock 4 Pro (if you want it black, though there's also a chromax version of the d15). Getting an AiO liquid cooler is also an option, though i personally prefer regular air coolers. All coolers should btw include some thermal paste, so you don't really need to buy that extra.
Maybe someone else can comment on the motherboard choice, although i think it's probably pretty decent similar to many of the other B550 choices. Alternatively in the similar price range you could also look at the Asus TUF GAMING X570-PLUS (also has a WI-FI variant). I guess the MSI MAG X570 TOMAHAWK WIFI could also be really nice feature and vrm wise, but might already be a bit too high at $220
For the Sata SSD i'd swap the 250gb Samsung 860 evo for a 500gb Crucial MX500. I generally think 250gb is just a bit too small and gb/$ also worse. The mx500 is a similarly performing drive to the (admittedly nice) samsung and cheaper.
For the 1tb drive i'd swap to a NVMe SSD (your current choice the wd blue is actually a sata not NMVE drive). I would probably go for something like the Silicon Power A80, WD black sn750 , Adata XPG sx8200 Pro, Rocket Sabrent, Corsair MP510, , or hp ex920/950. Those are all solid NVMe SSDs with TLC nand and dram cache (nicer than the budget drives like the Intel 660p etc), but not as expensive as the Samsung 970 evo.
THe case is a bit preference and if you want reviews, then gamersnexus does pretty good ones imo. The Meshify C is solid though. Alternatives could be the Phanteks Eclipse P400A (nice and also a bit cheaper), be quiet pure base 500dx or Cooler Master MasterCase H500 (if you want huge fans in the front, always use the mesh frontpanel). Always let pcpartpicker double check stuff like height clearances for your CPU cooler though.
GPU choice is fine, but i would note that nvidia is set to announce their next gen cards on september 1st i think (with a launch later in the month). Check /r/hardware or other news sites for information on that.
Also, please let me know if there is anything else I might need, such as case fans, sound cards, or wired or wireless adapters - I assume these last two give the PC the ability to connect to wifi, correct?
Case fans: Most cases come with 2 (rarely 3) case fans included. Ideally you'd want something like 2 intake and 1exhaust fan. Adding more does help a bit, but isn't stricktly neccessary if you have a case with good airflow (e.g. with a mesh front). PCPartPicker doesn't list included case fans but newegg for example does (or ofc you'll find it in reviews/the manufacturer page). If you want to add more the Artic P12/14 are good value i think. But you could also do some googling. Noctua as always would be a good, but pricey option.
Sound cards: Generally if you get a decent motherboard the included onboard sound is good enough. If you'd really need something better, then you would want to look at external dac/amps rather than internal soundcards
Wifi/bluetooth: I recommend using a wired ethernet connection rather than wifi if possible. But generally there are 3 options to add wifi/bluetooth to your system. Either you get a motherboard that already includes it (often indicated by "wifi" or "ac" in the name), you can get a PCIe add in card, or you can get some kind of usb dongle (which i wouldn't recommend).

Dva one trick learning Zarya.
Didn't watch it completely but my first impression (high masters tank playing a lot of zarya when I do comp).
You are right that your bubbles need work. They are usually too early.
Next thing I noticed is that you barely use right click. Especially pre fight you'll want to harass the enemy team more to farm your ult quicker. Also I usually prefer to destroy sym turrets with one right-click.
I actually didn't think you played too aggressive at least in what I saw, besides maybe the grav on first point defense without any follow-up. But it seemed to me that you regularly found yourself standing a bit in the middle of nowhere without a clear plan. So i'd probably orientate myself a bit more on your main tank and play closer to him.
Your tracking needs some work, but improving aim always helps. So that is probably not really anything specifically helpful
I'm actually not sure which streamer currently plays a lot of zarya, but imo you'd probably benefit a lot from simply watching some high sr rein/zarya gameplay and how they play it.

How do i improve my aim?
First thing to do if you have never done it is look at your setup and sensitivity. Not because it's necessarily the most important aspect, but everyone should do it and you might as well do it at the start.
Do you have a decent mouse that suits you and a decent mouse pad with enough desk space? Maybe also even look if you got a generally good posture while sitting.
Next you want to find a good sensitivity for yourself. This varies depending on personal preference and what heroes you main (snipers lower, tanks higher for example). Generally in overwatch I think anything between 3500-6000edpi is decent (edpi=in-game sense*dpi setting of your mouse). There are plenty of good videos how to find your ideal settings.
Before you play you usually want to warm up a bit, for this it can actually be good to just go in the trainings grounds and shoot the bots, which have a forgiving hitbox.
For aim training there are some decent custom game modes for target practice. (should be easy to Google) both for general shooting and specific situations/abilities (like hitting sleep darts).
ffa deathmatch or other custom aim arena matches are also a decent training as they condense the gameplay much more on pure aiming and duels compared to regular gameplay.
There are also aim trainers both free and payed (like kovaaks). Imo they aren't some magic solution for getting good aim, and you'll always want to also train ingame. But they are good to improve fundamental mechanics and mouse control.
And lastly aim is also about positioning. Good positioning will give you easier shots, rather than constantly having to rely on hitting from extremely unfavorable angles

I work primarily in Adobe Premiere and read that they prefer Intel
I wouldn't say that this is necessarily true anymore. AMD has really stepped up their game and will often end up giving you better value. Not an ideal source as they are a reseller and their test suite (downloadable) is not quite industry standard, but you could look at pugetsystems hardware recommendations for example.
Just as a general heads-up i'll also mention the next hardware releases: Nvidia is planning to reveal their next gen GPUs likely on september 1st see here with a release later in the month (so this might be close enough to be relevant). AMD also has some GPUs scheduled, but i think those are a bit later. And they also a new CPU generation coming later in the year.
Some general thoughts to you current list:
If you go with the Intel route i don't think the 8700 makes sense and it's from an older generation. Besides a slightly faster boost clock it's actually the same core/thread count as the cheaper i5-10400 and with the Intel Core i7-10700 you'd actually get 2 more (while being on the most recent platform). Also I guess going with a Z board gives you the ability to run RAM at faster speeds, but without an unlocked K CPU (which btw do not come with a stock cooler) that can be overclocked you'd leave some capabilities unused. Personally i also like to match case and mobo form factor. So if you go with a micorATX board, i'd also consider a smaller case (or go with an ATX board in an ATX case). Btw with a 10th gen CPU you'd want a Z490 (or B460/H410) board.
If you'd consider AMD you'd probably look at something like the 3700x (or 3900x if you spend more) and a B550 or X570 board. Imo this is probably the better value choice and also gives you PCIe4 if that becomes more relevant in the future.
the biggest point where you can save is probably your storage imo. The general setup looks something like this: smaller SSD for OS/Programs (can be a Sata SSD), this could e.g. be a 500gb crucial mx500/wd blue. Then you want a faster NVMe SSD for your project files and cache (which theoretically can also a a third separate), for this i'd go with something like a 1-2tb Silicon Power A80/Adata xpg sx8200 pro/Rocket Sabrent/HP ex920 or 950/WD sn750 black/Corsair MP510 which are a bit nicer than the budget choices, but not as expensive as the Samsung 970 evo. For longterm bulk storage you just go with larger HDDs. I don't think it's good value to spend a fortune on 6tb SSD storage unless you really have that much data you constantly need fast access too. On that note i'd also recommend to have a good external backup solution. For example here is a wiki page from /r/Datahoarder on backups
Case is always a bit subjective what you like aesthetically. But your choice doesn't look bad and the mesh front should give decent cooling. Gamersnexus makes good case reviews. Similar cases to also consider would e.g. the the Phanteks P400A, be quiet pure base 500dx or fractal design meshify C. Or if you'd rather have 2 large intake fans maybe the coolermaster H500 (only use the included mesh front)
Imo if it's for something professionally used and with a budget like this i'd go for a slightly better PSU (not that the CXM is bad, there's just nicer stuff). here is a helpful tier list, but it is never bad to look at reviews aswell. You could look around what's currently reasonably priced. Sadly PSU prices are very high atm.

Hab keinerlei Qualifikationen vorzuweisen, aber ich sehe das komplett anders. Und wenn man sich die letzten Wahlergebnisse anschaut, dann scheint die derzeitige Strategie ja auch nicht wirklich zu funktionieren.
Solange die SPD sich versucht näher an der Union zu positionieren und es zur x-ten großen Koalition kommt, wird sie absolut null Fortschritt machen.
Man muss den Leuten halt auch Mal eine echte Alternative geben, nur so kann man sich aktiv eine neue Wählerschaft bilden.
Und wie z.b. die Europawahl gezeigt hat gibt es halt auch definitiv ein Potential dafür.

How to play Anubis and hanamura
Well, if you want a cheese strategy, then symmetra imo works pretty well for attack on both maps.
Anubis: first point you don't give away that you are sym by shooting early, go in the right small room with the mini and tp straight on point. If your team actually follows (need to communicate that beforehand) i've had a lot of success with it even in masters. On second point go far right and tp on the platform of the pillar and drop on them.
Hanamura: Sym is probably more known here and on first point you again just tp straight on it (occasionally you can also tp to the left highground or the small walkway above point). Key here imo is to go right side from spawn and again dont give away the sym pick early by shooting. Second point you either tp left across the gap or go main and e.g. tp above the point (ideally you have your wall already).
But in general i guess for DPS it probably depends a lot on what your mains are. It'll probably be best to play whatever your comfortable with. You'll want to think about what your win conditions are (like ult combos for example) and what your team needs you to do. Do your tanks need help spamming down shields and pressuring their frontline? Do you need to contest a widow or someone else on high ground?
Especially for tanks (am high masters tank myself) i think on Anubis for attack many struggle with correct pathing. 9/10 times on first point people will go up right side and then cross into the left room, which really isn't ideal. You want to go left (but then also already go up left side and avoid having to cross), when you e.g. have double shield and a lot of spam dmg. Much less used for some reason is to go right side and e.g. take the high ground. This is especially useful if you can help one of your dps to setup there to gain a great position. For defense i've seen many games lost by people needlessly pushing into the room with the mega rather than just keep spamming the enemy team.
Second point 9/10 times people will just go main and run it down. Wich especially if you are against a spam heavy double shield comp is just suboptimal. Depending on what you are playing you'll want to try and use the left/right side approach to close distance while having cover. Similarly if they hold further up you can also use the right side stairs when leaving spawn instead of going main to avoid some of the damage. For defense one important thing is actually to rotate correctly, e.g. if you play orisa/sigma you may want to rotate to the opposite site of the point (this goes especially for the healers)
For Hanamura i think first point is rather straight forward. For defense you hold the choke and (especially if you just played sym yourself) be extra mindful of the tp strat. On attack i think many people make to tillte use of the room straight to the right side and instead try to cross the huge open space straight to point at all costs.
For second point on defense imo it is relatively important to scout early whether they are going top or main so everyone can prepare/position better.

What would people think of a forfeit option in Comp? Upsides/Downsides?
I think that can probably vary a lot. If i had to guess the average is maybe somewhere around 20min or slightly lower for a close competitive game? But if it's onesided they can be quite a bit shorter, and occasionally you also get one that drags on forever.
In any case i think it's shorter than games like cs:go and valorant

I mean we already have a system that deals with leavers. When someone disconnects from the game there's a timer to give the player a chance to come back. And after a bit people are able to simply leave the game and accept the loss, but not get the 50sr penalty

Tbh this changes things a lot. You can probably look at the ladder ingame, but if this site is to be believed then top500 on the switch is really low (although you should look at the individual roles, not summary). And while it's a bit old (end of 2019) i also stumbled over this video with a top100 brig that is low diamond while i tried to find out what sr top500 is on the switch.
Chances are that those two top500 were also just diamonds. Maybe the enemy diamond player was actually the highest rated in the lobby and just didn't have top500, because he doesn't have a verfied phone number or enough games played.
Generally a newer and smaller community will mean that the spread of rating isnt as wide. So top500 on the switch is not comparable in sr to top500 on PC. This will slowly change over time. And as already said the time in the season also matters (early top500 starts quite low, even on PC the top500 tank threshold starts really low and then slowly climbs up). With consoles you also probably have the factor that top players might at some point switch to PC for a more competitive environment.
Maybe I should play competitive... it's just very intimidating, especially with how crazy my placement matches were. I'm pretty happy just havin been a plat at one point, as undeserved as it was.
Tbh just play whatever is fun. For some quickplay (especially in 6stacks with friends) is the best ow experience, for others the competitive aspect of rank makes for more exciting matchers. Also unless you play more we really can't say if your plat rank is "undeserved".
edit: also for what it's worth the largest rating gap i've seen in matchmaking on PC was slighly over 1k sr once (low masters on one side, high gold/almost plat player on the other side). But this also had to do with it being late at night and the other people probably being in a group with other people that were higher/lower sr)

As others here, i also think it accurately reflects his current strength for classical chess (he is currently #18 btw). However considering he had his fair number of tournament wins and peaked at 2816 elo (shares with Ding Liren the 11/12 place for all time highest ratings), he clearly isn't only a speed chess specialist.
I think the real reason why he dropped in rating is that he simply shifted focus away from classical chess. Especially since his streaming took off he is simply quite busy.
And i imagine that on the elite level you have to actively prepare and do a lot of work off the board. Things like opening preparation for example, which will matter much less in faster time controls. At the very least Carlsen and any participant of the candidates tournament will probably have done some quite extensive work in that regard, potentially also with the help of other players as seconds.
